Welsper first appears around volume 16 or 17 of the manga, I believe.
He is a Demon first class. He is also Belldandy's doublet. The doublets are a hostage system created so that the Gods and Demons cannot openly wage war against each other. Every God has their life bound to the life of a Demon. If one dies, the other dies as well. Once the ritual performing the binding is complete, all memories concerning who was in that doublet pair are sealed from all parties involved (with the possible exceptions of Kami-sama and Hild), so that nobody knows who on their side will die if they kill somebody on the other side. Because of that, nobody dares kill any of their enemies, though inconveniencing, aggravating, and incapacitating their enemies is allowed (As shown many times by Mara's actions).
When Welsper met Belldandy the day of their binding ceremony, he decided that he didn't want to forget her. So he cursed himself so that his body would remain at the state it was just before the memory seal was made. Over time, this curse and his efforts to maintain it caused Yggdrasil to start malfunctioning. Peorth tried to arrest him, and was turned into a child as a result. Welsper came to the Morisato residence and attached himself to Belldandy. A day or so later, Yggdrasil began breaking down. After figuring out what was going on, Keichii got Welsper to admit that the way to stop his spell has for Belldandy to speak his name (which had not been mentioned at any point in the manga at this time). Belldandy eventually remembers what it is, and Yggdrasil recovers.
Welsper is taken into custody. Because executing him will kill Belldandy, who was blameless in this matter, Welsper was sentenced to be reincarnated as a class 5 lifeform, and given the option of choosing what form that would be. He chose to become a cat, which appeared at the Morisato household and became Belldandy's pet.
What was revealed later is that before his sentencing, he cursed himself again. As a result of that curse, he still has all the memories and intelligence he had as a demon, as well as at least a portion of his powers. He also can talk, which is what exposed him as being Welsper and not just a cat named after Welsper.
