Temple of Ranma's Sailor Senshi Seifuku

Hello, I'm look for all data on the charater Welsper (aka Velsper ?) , from the Ah! My Goddess manga.
More than what is found on http://en.wikipedia.org/wiki/Welsper and general fansites. The reason I would like to know more about him, is that I'm getting back into my fic Daimakaicho Ranma, and when I found out this charater was cursed at some point to be a "cat" combined with Daimakoujo Ranma... well lets just say I've a wicked idea...
So, what I'm really looking for is when, where and how he appears in the manga, as I've not yet had the time to acuire and read the manga. And if it is appropriate to include his cat form in my fic, which is taking place just after the 17th episode of Ah!My Goddess season 2 "Everyone has wings"

So.. any and all help anyone can provide is *greatly* appreciated.

Well, in the English manga by Darkhorse, his name is Velspar.

When of it: He appears some time after Whirlwind has opened for business (I believe). While Belldandy and Keiichi are alone at the house, he appears in their garden/yard (the how of it or exactly when never known) and hits Keiichi before he can kiss Belldandy (of course ;p). His appearance is that of a small boy, and I believe he has white, braided hair (one braid).

Oh, wait, that pretty much covers the where and how as well...

Well, unless you take liberties, he doesn't become a cat until the whole situation is over (that he had started) and is punished for his crime and sentenced to be reincarnated as a cat. He only retains his memory as a cat because he tricked the system (again). Otherwise I don't know if he can also change back to another form at will; I've seen no evidence that he can.

Welsper first appears around volume 16 or 17 of the manga, I believe.

He is a Demon first class. He is also Belldandy's doublet. The doublets are a hostage system created so that the Gods and Demons cannot openly wage war against each other. Every God has their life bound to the life of a Demon. If one dies, the other dies as well. Once the ritual performing the binding is complete, all memories concerning who was in that doublet pair are sealed from all parties involved (with the possible exceptions of Kami-sama and Hild), so that nobody knows who on their side will die if they kill somebody on the other side. Because of that, nobody dares kill any of their enemies, though inconveniencing, aggravating, and incapacitating their enemies is allowed (As shown many times by Mara's actions).

When Welsper met Belldandy the day of their binding ceremony, he decided that he didn't want to forget her. So he cursed himself so that his body would remain at the state it was just before the memory seal was made. Over time, this curse and his efforts to maintain it caused Yggdrasil to start malfunctioning. Peorth tried to arrest him, and was turned into a child as a result. Welsper came to the Morisato residence and attached himself to Belldandy. A day or so later, Yggdrasil began breaking down. After figuring out what was going on, Keichii got Welsper to admit that the way to stop his spell has for Belldandy to speak his name (which had not been mentioned at any point in the manga at this time). Belldandy eventually remembers what it is, and Yggdrasil recovers.

Welsper is taken into custody. Because executing him will kill Belldandy, who was blameless in this matter, Welsper was sentenced to be reincarnated as a class 5 lifeform, and given the option of choosing what form that would be. He chose to become a cat, which appeared at the Morisato household and became Belldandy's pet.

What was revealed later is that before his sentencing, he cursed himself again. As a result of that curse, he still has all the memories and intelligence he had as a demon, as well as at least a portion of his powers. He also can talk, which is what exposed him as being Welsper and not just a cat named after Welsper.

The only other thing is, can you relate to "When" this quoted section happens in relation to the anime?
Obviously different mediums, but if there's a notable scene of manga prior or after this minor bit, that was animated?

See what I'm getting at? Just making sure the timeline is as best set as possible.

Noted points before Welsper:

Keiichi has graduated from NIT and now works at the Whirlwind (Story event: Belldandy getting drunk on a can of soda, starts granting random wishes to everyone she meets, ends up gluing her hand to Keiichi's for the better part of a day - to Skuld's great annoyance and Urd's great amusement).

Skuld has completed Sigel and the sub-arc with the robotics teacher at NIT who wanted to take her apart is over.

The next big story after Welsper was the race between Keiichi and Sora over whether or not she should be the next president of the Motor Club.

Just needed a bit of levity before my fic takes a nose dive into unrelenting drama and apocolyptic horror. And now it looks like Welsper as a kitty might just do the trick!

Actually, no, that was Hild's idea of a punishment/joke. She transformed him into a female cat when she encountered him at the end of her introductory arc.

Actually, the power necessary to power the curse came from Welsper, and the strain was starting to be too much for his child body. The problem with Yggdrasil was something he caused, as part his plan to survive.
