how accurate is it in terms of the English and the Japanese versions of Sailor Moon?

It was produced while the second season of the English dub was being aired.
For contractual reasons, the authors had to use the dub as the primary source for the first two seasons. Hence, the English names are used for the characters. However, the authors were clearly familiar with the Japanese original as well, and they do indicate where the two versions are different (for instance, they mention that Zoicite was a guy in the original version, it does tell you what all the Japanese names were, etc.).
There is an accurate episode guide for the first two seasons, which includes those episodes not dubbed. Stats are provided for all the Senshi, although the Outer's stats are abbreviated, since the third-season dub was not yet available. (The Outer's English names are different, taken from "Irwin Toys", and the book does indicate that they're lovers). Stats are also provided for all the major villians of the first two seasons (and there's a supplement, The Complete Book of Youma, that provides stats for all the Youma/Cardians/Droids for the first two seasons).
So overall, it's fairly accurrate, I'd say, though information about the later seasons is limited.
