I'd say to shorten the sleeves, maybe eliminate them all together, and put some glove on. Also a lighter shade of lipstick. Cherry red just doesn't seem to work too well for her in this pic.

I'd add a corona of power surrounding Nine there. Much like the Naruto/Kyuubi powerups. You just have the hair going up and wild where as her being surrounded by the aura would make it more intense. Plus the visable spectrum of power would make the senshi quake in fear too.
