I'd like to remind my readers that this is a story with Evangelions in it and while I will try to keep the physics as sane as possible, I can't make any promises.

I would first point out that by removing Pen-Pen, you removed arguably the only reasonably sane (to within one standard deviation) member of the entire cast.

Second - finally, actions are not taking place in a vacuum. The Russians were as polite and courteous as someone nuking someone else could be - though I would assume that there were extremely high-level negotiations that took place between Russia, China, and Japan first (given that China is other nuclear-capable regional power, there aren't a lot of good feelings between China/Russia and Japan, and Angels are there to eliminate life on earth).

On a more technical basis, I had a hard time figuring out the "Moskva IIB" - at first, I assumed you meant the Moskit/Kh-41/SS-N-22 Sunburn, though I was a little puzzled that we were that far back in time, and the Mach 4 doesn't fit with a Mach 3 high-altitude, Mach 2.2 low-altitude weapon. Flying in jets also seemed highly riskly, though I can assume without being told that they were in 6 widely dispersed areas, one pair in each, to avoid all being wiped out at once. Then, much later, I realized you seemed to be talking about BrahMos, based on the Yakhont/Oniks design, though also with a Mach 3 speed at higher altitude (as I recall - my Jane's Strategic Weapons has been loaned out and isn't likely to be returned, unfortunately).

As a side note on Gehirn's (or whoever's) research, the Russians have detonated a 60MT nuclear weapon, though the smaller, more precise weapons make more sense for international relations. Japan is about to become irradiated, for better or worse - I can't see the Russians, or the Chinese, allowing any angel to park itself over the geofront, seconds away (as far as they know) from breaking through at any time.
