You've given me quite a lot to consider.
I would encourage you to take a quick look at Black Dragon's Millenium (a Guardian spinoff) - the Senshi can certainly cause, directly and indirectly, property damage... even if the Nerima Wrecking Crew caused more. Someone, in each case, is going to complain about it; some within the bounds of the law, and some without.
Airports are, of course, a special case, as well.
