Shouldn't this one still say betting pools? After all there are some NH that can easily be associated with pools. Mermaids, Naiads, or Krakkens for instance.

WIC members of the D Program should not attempt to found their own unauthorized broods.

There are allot of reasons I can see for having a rule like that but mostly just to help others feel better about the D Program and not see it as just adding to Sunny's family. It would give the suggestion of autonomy which I could see some people working for WIC thinking wasn't possible to have in such a program.

I'm not sure I described that well. But WIC has been fighting all sorts of Daemons for decades. And few people turned into such have free will. I could see misconceptions about the program and prejudices if not out right fears over nurturing such a family growing in branches not in direct contact.

Not to mention a justified fear of someone converted wanting to be her own brood mother and going madd or worse.

Since those lists are humorous and not the actual codes of conduct.
