Advent of Crystal Tokyo ninjitsu

First I doubt I will write this so I am posting it here as an idea up for grabs.

This is a Sailor Moon and Naruto crossover/fusion. the idea is that this takes sometime before crystal tokyo is formed, but after modern times. specifically it takes place just after a major disaster that crashed much of the population of the world. Many places like Japan survived, but Tokyo itself was a write off. Given the nature of what happened it was worried that the world was not ready for a singular rular, even japan was not in condition for one. The Senshi went their seperate ways to build a power base to help.

It was later discovered that a new threat was comming and that they would need help to fight it off, so they looked into it and came to the conclusion that the best way would be to have each of the small nations they salvaged (each Senshi ended up taking a small area and helping to rebuild civilization) build a military, but such a thing would worry the general population, so they decided to make it more business like and make it look less like a military, more like regulated mercanaries.

Thus the Hidden villages were formed. Not all Senshi would agreed and som didn't, Setsuna, random ruler of Sound, as she was rarely present opted not to take the extra work. This let Orochimaru to take over and form his village without the other senshi making the connection themselves.

Here is a breakdown of who is what ruler:

Land of Fire(Leaf): Rei
Land of Wind(Sand): Haruka
Land of Sound(Sound): Setsuna
Land of Rock(Rock): Hotaru
Land of Water(Mist): Michiru (I choice Michiru as given the nature of the village it matches her and Haruka's ends justify the means methods.)
Land of Lightning(Clouds): Makoto
Land of Waterfall(Waterfall): Ami
Land of the Moon(Moon): Minako (Her reason for her choice of location and name is to be a decoy)

Usagi and Mamoru either do not have villages/countries or are not major players at the time.

In Naruto universe this would take place as the Senshi start moving against Akatsuki directly.

It might be better to swap Ami and Michiru. Ami is more the Senshi of Ice and Cold, wich are often depicted with the help of mists. Michiru on the other hand is the Senshi of the Oceans, wich you can fairly easily translate into the Senshi of Lots of Water. It makes more sense to me that way.

As for Usagi and Mamoru, unless the Village of the Stars is covered by Minako, that could be a nice spot for them, or have them wander around and keep in contact with the various Senshi stationed around and coordinate (the communicators make this unimportant, but even someone really well-known is hard to find when they keep moving around in the wilderness).

My thought on which is which between Ami and Michiru was hard to say, mist would likely be Ami's, but the hidden village did have the protocol of the fight to the death, something I cannot see Ami agreeing to, however Michiru is more of the ends justifing the means type, and would agree to it if she thought it was a good idea.

Usagi and Kamen I figured would be uninvolved directly, but act as balance maintainers. they ensuer that each village and land are protected from total annalyation since the senshi cannot directly act or it would cause further problems.

Akatsuki doesn't even have to be the major threat the senshi are gearing up for here, although they could be going against the senshi's goals. Maybe the bijuu are leftovers from what cause the 'great ice' but are being ignored by the senshi since they don't act against humans unless directly provoked or controlled in some manner. What the senshi _do_ have to worry about is the ones that created/brought the bijuu returning to finish the job, perhaps some sort of extradimensional invaders that can summon themselves into the world.

Usagi, Mamoru and Setsuna could be missing because they are holding closed the path between the worlds for as long as they can, to prevent the powerful invaders from coming, while the other senshi work to build up their armies in order to wage war with this extradimensional enemy.

Part of the deal is that the senshi made a promise not to use gun equivalent weapons or the equivalent of nukes, to focus on magic and more basic weapons technology with the enemy so that they wouldn't end up in a sort of mutual nuclear halocaust or something like world war I or II, because something like that was what caused the great ice, so the senshi are using their positions to prevent the development of science and weapons technology in that direction, or even prevent that level of magic/'chakra' from being developed. As they have a deal to limit those kinds of things in the war. The enemy isn't creating such devices either, Setsuna is making sure with her divination abilities.

Rather than be direct leaders, to avoid attention being brought to them, the senshi could be posing as goddesses and spiritual leaders or high priestesses, advising the ninja in spiritual matters and running temples that ninja visit, and indirectly manipulating wars between their countries in order to get properly experienced armies of ninja. The sealth/commando style ninja type warfare is because the enemy followed similar methods to that in the last war and is also preparing for that type of war, and the senshi know they'll be defeated if they fight the type of battle they'd like to fight.

But there are still too many people, and now too powerful people, for the senshi to have absolute control over their regions, so they are forced to leave a lot of moral problems alone, in favor of being able to survive the next war.

Hmm... You're saying that the bijuu could be left over monsters of the week?
