How about the Altarian Republic from Galactic Civilizations 2: Dread Lords?

They look identical to humans (and no-one is sure why, even the other alien races agree that the two races are two identical for it to be a co-incidence, but lack any better explanation).

The Altarians are a peacefull, good race who feature advanced technology and weild a lot of political power.

The main way that Altarians are different from humans is that all Atlerians seen have blue tatoos on their faces (like the people from Zoids). They seem to have no natural powers (natural like Kryptions, Sayajins, Jurians)

As for the resurrection it could just be a matter of timing. Work out the history you want him to have but putting him at the end of the Silver Millenium he could end up at the right place at the right time with the correct alegance to get caught in the spell. Just claim that his being a being with greater longevity confused the magic and made him get reborn sooner. Not too much of a streach and it's not like there would be other Jurrians under the spell so I could see that side effect working.

Spokavriel, Ranma's previous incarnation and fathers died long before the fall of the Moon Kingdom. Somewhere around the middle of the reign I'm putting it. I was making Ranma's reincarnation a natrual one that Pluto was on the look out for, but missed it due to the Time Gates not alerting her to the red flag she had programed them to give her when he was born. I was planing on something like the father didn't even register his red flag on his natural rebirth, becuse he got reborn on Jurai. Thus it's getting him intruduced into the story corectly. Probably the emperor is visting and he's onbord the ship, and low and behold, NOW the Time Gates actully notice him. Weak, but it works.

If you're still looking for suggestions, you can use the Oni from Urusei Yatsura. They have the political clout, and have been around for a long time. I'll admit, most of my recent knowledge comes from Fred Harriot's various series.

The other race I would suggest is the Ahb from Crest/Banner of the Stars. Although it's hinted they are genetically engineered humans, their planet of origin was never revealed. They have a near complete control of the galaxy. They are politically established, but don't necessarily care about individual worlds so much as the noble houses that represent them. This would fit well with Moon Kingdom politics.

Well, I can think of a few. Could go with the Borg, theyve been around for a long time. I imagine they have an interesting political relationship with anyone they cant assimilate, not sure how that work in this particular instance.

The Abh from Crest of the Stars, you would have to fudge their time line a little, but they are pretty neat. They want space, they don't really care for the land on planets. Other than possible resources.

In Disgaea I think humanity made it to the Netherworld using a space-ship, and since they don't die unless someone kills them or an accident, the demons from there, or the angels, would be ok.

If you want a definite connection with Pluto, a Time Lord would probably be ideal. I don't really know much about them, I just started watching the new Dr. Who, but it seems like an interesting idea to play with. They could travel anywhere in time or space, even to other realities.

These are the more interesting ones I could think of, I'd right more but I'm supposed to be paying attention to my raid, peace.

Just to toss out another idea, what about the 12 colonies from Battlestar Galactica? They are human so breeding isn't an issue, but they are so far removed from Earth that they are their own culture, and have had space travel going back long into their history. Depending on your needs they could still be a thriving empire, or reduced to a small surviving fleet. Small groups or cargo transports could have found earth in the past and that simply did not become common knowledge.

Well, if you do have a Tenchi crossover of sorts, the Jiraians aren't the only ones similar to humans. Whatever races Mihoshi and various Galaxy Police personell are.

As they've been brought up, the race in Nanoha are a form of humans, at least most of them. However, the Time Space Administration Bureau has been only around for about 150 years as of Nanoha StrikerS, the third installment of the series which is about a decade after it begins. They are definitally extradimensional, and the levels of their space travel technology seem limited, they have spaceships capable of orbit but the ships are primarily meant for traveling through dimensional space. The main populace that makes up TSAB is made up of a race that uses the MidChildian magical system, which is a branch off of an ancient Velka magic system which was more combat oriented. The creation of the TSAB involved forsaking the use of 'physical' weapons technology, basically guns and nuclear weapons, bombs, chemical weapons, electromagnetic weapons, and biological weapons, destroying all evidence of those technologies metholodgically and generally forbidding and cracking down hard on their use, and limiting themselves to the use of magic, which is environmentally friendly and requires much higher levels of training and talent in order to cause damage with, the only exceptions being users of intelligent devices, which can do many aspects of the spellcasting for them, but are rare enough not to be a major factor, and are still limited by the user's power. It was formed both because of nuclear wars between dimensions but also because of dimensional cataclysms caused by expermental use of artifacts from an ancient civilization that was discovered by the warring groups from another dimension that was long dead, according to evidence destroyed by their own technological power progressing too far and causing a cataclysm, the objects of which if mis-handled can cause dimensional disruptions that can cause massive damage across many dimensions. Either this ancient race, whose domain was referred to as Alhazard, and is theoretically inaccessible at the Nanoha series start, or the ancient Velkans could be Ranma's father's race, although they'd be from another dimension rather than some place out in space.

Beast Wars implies that the Transformers could potentially assume humanoid disguise forms and even possibly breed with humans in such a case. An interesting thing this could bring up is that they don't have star seeds, instead, they have 'sparks', so having a different sort of soul, one that is a mix between a star seed and a spark could carry over to Ranma again in the next life. Transformers can also obviously hide themselves in human worlds, and at least before the war between the Autobots and the Decepticons, they seem to have held significant political power in their part of the galaxy, and were peace loving enough to have gotten along well with the inhabitants of the Silver Millenium.

Since the Kryptonians have brought up, I might as well bring up the Guardians (who are not very human in appearance, but not totall inhuman either, just really short), who created the Green Lanterns, and would have reasonable political might, and the Tamaranians, who are of less political might but have the advantage of not being as ridiculously powerfull as the Green Lanterns, as Ranma with a Green Lantern ring is about as problematic, if not more so, than Ranma with the light hawk wings. Along those same lines, we could go with the marvel-verse where there has been genetically modified hybrids between humans kree and skrull. Both DC and Marvel have versions of underwater races of Atlanteans, although that would limit you to right there on earth.

You could even have the humans of the Star Wars galaxy be the ones, the jedi order is quite old, and of course the events of Star Wars are a 'long time ago in a galaxy far far away' so convievably the Silver Millienium could even be far after the Return of the Jedi, and the Jedi order and whatever the govenment(s) surronding it could be still around by the time Ranma is born, just a lot later. They'd just be ridiculously powerfull technologically and jedi are pretty scarrily powerful in their own right, just in different ways than the green lanterns or Kryptonians or Jiraian royalty. In such a case Earth could have been created by terraforming and genetic engineering over a long period of time to create a stable ecosystem for humans to live in and humans breeding with primates similar to them evolved there in order to gain the immunities to diseases that planet developed during terraforming. And the Silver Millenium could have started when it was discovered this galaxy had an energy form controllable in a way similar but more complex than the use of jedi powers called magic, as well as guardians of worlds which are incarnations of the worlds themselves called senshi, and this could be a unique trait of the Milky Way Galaxy.

Well, sorry. It's just I've come up with a pretty good background for the father whith him being a Jurain body gaurd. Thanks for the Idea's though. You'res was awsume Dumbledork. And I loeved the Time Lords Idea, but Jurain he will be, for the background for the father is pretty kick ass if I do say so myself.

The Time Lords are so powerful they dont actually interact with most cultures across the entire universe and all it's alternative dimensions plus or minus 5 billion years or so. The humaniod form is so common because they made it so to remove the potential of some species-types having the potential to rivel them in the distant future.

That all said, Time Lords hang around humans a hell of a lot.

If you are thinking "Tenchi" but don't want Jurai, why not somebody from Mihoshi's race? They seem to be an independent power, they were around and powerful when Washuu was at the Academy, and while you wouldn't get lighthawk wings out of the heritage, you should be able to work out a pretty good drunk-fu from their combination of brashness, luck, and clumsiness.
