Well, if you do have a Tenchi crossover of sorts, the Jiraians aren't the only ones similar to humans. Whatever races Mihoshi and various Galaxy Police personell are.
As they've been brought up, the race in Nanoha are a form of humans, at least most of them. However, the Time Space Administration Bureau has been only around for about 150 years as of Nanoha StrikerS, the third installment of the series which is about a decade after it begins. They are definitally extradimensional, and the levels of their space travel technology seem limited, they have spaceships capable of orbit but the ships are primarily meant for traveling through dimensional space. The main populace that makes up TSAB is made up of a race that uses the MidChildian magical system, which is a branch off of an ancient Velka magic system which was more combat oriented. The creation of the TSAB involved forsaking the use of 'physical' weapons technology, basically guns and nuclear weapons, bombs, chemical weapons, electromagnetic weapons, and biological weapons, destroying all evidence of those technologies metholodgically and generally forbidding and cracking down hard on their use, and limiting themselves to the use of magic, which is environmentally friendly and requires much higher levels of training and talent in order to cause damage with, the only exceptions being users of intelligent devices, which can do many aspects of the spellcasting for them, but are rare enough not to be a major factor, and are still limited by the user's power. It was formed both because of nuclear wars between dimensions but also because of dimensional cataclysms caused by expermental use of artifacts from an ancient civilization that was discovered by the warring groups from another dimension that was long dead, according to evidence destroyed by their own technological power progressing too far and causing a cataclysm, the objects of which if mis-handled can cause dimensional disruptions that can cause massive damage across many dimensions. Either this ancient race, whose domain was referred to as Alhazard, and is theoretically inaccessible at the Nanoha series start, or the ancient Velkans could be Ranma's father's race, although they'd be from another dimension rather than some place out in space.
Beast Wars implies that the Transformers could potentially assume humanoid disguise forms and even possibly breed with humans in such a case. An interesting thing this could bring up is that they don't have star seeds, instead, they have 'sparks', so having a different sort of soul, one that is a mix between a star seed and a spark could carry over to Ranma again in the next life. Transformers can also obviously hide themselves in human worlds, and at least before the war between the Autobots and the Decepticons, they seem to have held significant political power in their part of the galaxy, and were peace loving enough to have gotten along well with the inhabitants of the Silver Millenium.
Since the Kryptonians have brought up, I might as well bring up the Guardians (who are not very human in appearance, but not totall inhuman either, just really short), who created the Green Lanterns, and would have reasonable political might, and the Tamaranians, who are of less political might but have the advantage of not being as ridiculously powerfull as the Green Lanterns, as Ranma with a Green Lantern ring is about as problematic, if not more so, than Ranma with the light hawk wings. Along those same lines, we could go with the marvel-verse where there has been genetically modified hybrids between humans kree and skrull. Both DC and Marvel have versions of underwater races of Atlanteans, although that would limit you to right there on earth.
You could even have the humans of the Star Wars galaxy be the ones, the jedi order is quite old, and of course the events of Star Wars are a 'long time ago in a galaxy far far away' so convievably the Silver Millienium could even be far after the Return of the Jedi, and the Jedi order and whatever the govenment(s) surronding it could be still around by the time Ranma is born, just a lot later. They'd just be ridiculously powerfull technologically and jedi are pretty scarrily powerful in their own right, just in different ways than the green lanterns or Kryptonians or Jiraian royalty. In such a case Earth could have been created by terraforming and genetic engineering over a long period of time to create a stable ecosystem for humans to live in and humans breeding with primates similar to them evolved there in order to gain the immunities to diseases that planet developed during terraforming. And the Silver Millenium could have started when it was discovered this galaxy had an energy form controllable in a way similar but more complex than the use of jedi powers called magic, as well as guardians of worlds which are incarnations of the worlds themselves called senshi, and this could be a unique trait of the Milky Way Galaxy.
