I posted this idea on the old boards before they went down, so I'm putting this up again in the hopes that somebody will like the idea enough to try and write it. I don't have the creative writing skills or the background knowledge of Sailor Moon to do justice to it.
The Astral Line - source of all life. All souls come from the Line, and when they die, they return to the Line until it is time to be reborn. A reincarnation occurs when the Astral of a person who is born is composed entirely or almost entirely of the Astral of a person who has lived before (Barring magical intervention to arrange this, as Serenity did to the Senshi, the odds of this happening is roughly zero. An appropriate analogy would be to pour a glass of orange juice into a river flowing at 1 mi/hr and then refilling the glass a mile downstream an hour later. What are the odds that the glass will be full of orange juice?).
Demons draw their power and their life from the Astral Line. They do so by aborbing ambient energy through it via their horns. If their horns are broken off, their ability to recharge is gone. If a demon without horns uses its powers, it drains away the energy reserve keeping it alive, possibly killing it. There is an alternative source for a demon to gain energy, however - human souls.
It is possible for a demon to drain Astral out of a human soul. If this is done, and the demon is not killed before it can use the Astral, then the human's lifespan is irreversibly shortened (This is pseudo-fanon. Relaije did drain Astral from Azmaria, but he required elaborate machinery to do it. It is, however, a good plot device to bridge between the energy-draining youma of Sailor Moon and the demons of Chrono Crusade.). A second way for a demon to get Astral from a human is by means of a Contract.
A Contract is a way for a demon to drain Astral from a human, but it comes with conditions. First, the energy is drained at the rate of usage, so recovery of lost Astral is impossible. Second, the demon is bound to use the energy gained for his/her contractor's purposes. Third, a Contract can only be made with a human who agrees to it voluntarily, knowing that it will bring him/her an early grave. It is extremely uncommon for a Contractor to still be alive five years after making the Contract.
Among humans there are those known as Apostles. There are never more than seven of these people alive at any time-one for each virtue. These rare individuals have the ability to access the Astral Line directly. This grants each of them an amazing power. However, this power comes at a terrible cost, which differs in exact nature from Apostle to Apostle, but guarantees that none of them can ever enjoy the benefits of their own gift.
Across the world, the demon known as Chrono the Sinner wanders. It has been over a hundred years since since he participated in a failed rebellion against the established hierarchy of the demonic realm of Pandemonium. It has been more than sixty years since he battled his former colleagues in rebellion to protect humankind. He has loved twice - both times with a holy woman who became his Contractor, and died because of it. Having regained his horns in the battle against his former comrades, he now travels aimlessly, still mourning the deaths of Mary Magdala and Rosette Christopher. Banned from heaven by virtue of blood and banned from hell by virtue of deed, he spends his days protecting humankind from paranormal forces using the remains of Rosette's exorcist kit, and transforming to his original form to use his demonic powers whenever necessary. One day, while traveling through Tokyo, in a district known as Azuba Juuban, he notices a girl who reminds him of Rosette's brother Joshua - the now-dead Apostle of Hope.
The Apostle of Hope has the ability to cure illness and injury with a touch, but is cursed to spend his/her days trapped in a weak and sickly body his/her powers cannot affect.
The dangers to the young Apostle are immense. By draining an Apostle when she is tapping the Astral Line, a demon can get thousands of times the energy that would come from draining an ordinary human. By possesing an Apostle, a demon would gain access to a virtually unlimited supply of Astral, making it unstoppable. Other demons, such as Chrono's friend turned mortal enemy Aion, used Apostles in other manners, to the inevitable misfortune of the Apostles in question.
Joshua Christopher, the original Apostle of Hope, was caught in the schemes of Aion and driven mad as a direct result. Can Chrono prevent this or some other terrible fate from happening to his successor, Hotaru Tomoe (I am not saying that she is Joshua's reincarnation, just that she was born with his blessing/curse after he died.)? And how will the Senshi react to the girl acquiring a demon bodyguard?
This story could take place at any time in the SM storyline where Hotaru is in the cast and not an infant. If it takes place during the Mistress 9 story arc, Chrono would detect the second personality (With his horns back, Chrono gains the ability to read minds -canon, this is what drove Joshua mad when he had the horns- and also the ability to freeze time - won't Pluto be thrilled about that.) and try to get it exorcised. The only other major cast members of Chrono Crusade likely to still be around would be Azmaria - who would be in her seventies, and Remington - who is immune to aging in both manga and anime, but for different reasons in each.
