Eh that's pretty standard and expected.
Now if the populace had excelent care and plenty to eat and good living conditions... but they had no privacy of any kind. And of course anyone that said, did, or was suspected of suspicious activity would vanish for a while.
Some might even come back, but changed
This way it's closer to the fannon perception of Cystal Tokyo, and there's plenty of justification to why she's did this.
Only the little bugs that get out of line are crushed. Afterall, it is Serenity's anthill and she wants them to be productive and complacent little workers.
It makes sense with the 'might is right' philosophy that the DMK seems to have as well. It also plays an interesting counterpoint to the CT that the good senshi are working toward- it appearing to be mostly a wasteland. Under this system the queen is servering a benificial purpose. She maintains the utopian- or near utopian society by removing elements that threaten her control or its stability. I dont recal if it was mentioned but I wonder what her feelings on finding out that her errant daughter is alive. Perhaps she feels threatened, but if she no longer wants to rule (having done so for so long) perhaps she is also secretly glad for the opportunity that she may finally be able to rest. Maintaining the kingdom must be tiring since they would always have to be watching for rouge elements.
In this vein would there be some aftermission debreifing of any invasion forces? After all, seeing an alternative to ones own living conditions may give some people 'unhealthy' ideas about their role in society. Ranma would probably have some other form of identification among the populace depending on how she disapeared, and how public the dissapearence was. Perhaps the 'lost princess' or something.
