A Moon Rabbit in Oz

The Senshi have power tapps to the objects their Fighting form is named with. So in theory each of them with an Oz persona would have a kind of Mana Tap into their territory.

Having Usagi as the Surrogate Dorothy has some advantages though, because the Ginzoushou has some inherrent power in it's self without having to be in contact with the Moon.

That's well thought. The basic plot we're hashing out is set after Usagi becomes Sailor Moon, but before she meets any of the other senshi, who are natives of Oz. She meets and becomes friends with them after arriving there. So she's the only one that has to worry about her mana source.

However, it's not a worry at all, since Oz is still in the same basic dimension/universe as the rest of the world. The magical kingdoms are all in our universe. They are just difficult to get to if you do not have the innocence of a child. Her link to the moon is just as valid in Oz as it is in Tokyo.

For an example of this, I point to the finale of the first Sailor Moon story arc, when she faces Beryl. Despite being out of phase with the rest of reality in the Dark Kingdom, the senshi had no problem accessing their power. Oz would be no different.

Why not make it a Dual Senshi story? The Oz senshi are similar/analogues to the Outers. This will give Usagi some "spare" senshi in case she doesn't want to work with the Outers.
