Batman (More Gotham caused)/Ranma idea for grabs

I have an idea that I wonder if someone could use as an element to build a story. The basic idea comes from Kasumi and Tofu's behavior. And a few unanswered questions like where any friends Kasumi's age are. Not to mention the question of How the heck did the Tendos have an income before Nabiki got to High school. It was clearly said that Soun didn't do work after their mother died. Soun may be on the city council but it wouldn't be the first time someones friends elected them to a position out of pity.

Here's the idea and major deviations from canon that I came up with to support it.:

Kasumi and Dr Tofu are the way they are as a result of Kasumi's Furinkan Senior class trip to Gotham City.

Ono Tofu was along as part of his Internship working as a school nurse to get more community experience in before getting his license to practice solo. Everything before would have involved his Father or one of the father's surviving associates being around to maintain the practice.

Kasumi was able to afford taking part in a Senior Trip because she and her friends/associates were money makers for the last few years. Out of necessity. And because that Senior year was Nabiki's Junior year she was taught the mild and easy to overlook versions of what she is known for in canon.

While on the trip the group from Nerima gets hit with gas by either Joker or Penguin designed to induce a state of permanent happiness. Take your pick which one you want to use. Kasumi's friends her own age all being on the same trip end up getting the worst of it many slipping into comas. Others remain helpless to the point where they are so blissed out they are too content to eat. They are saved from dieing because of the Doctor having the presence of mind to do what he can to block the gas for himself and the students. Kasumi has the advantage of her own education in cooking having had early blunders not unlike her sisters and the additional more recent boosters to that immunity from repeated attempts to try to teach Akane to cook so she can do something to help out. It's not like her plan to practice in the Dojo and keep it alive is really working.

The result ends up the always blissful Kasumi we know and Tofu ending up normal until he encounters anyone from that trip which causes him to relapse.

Now here's the catch that I think someone could build a story off of. Many people who are tragic victims one way or another in Gotham move on to become Super Heroes or Super Villains. All those friends have been kept alive and even though the crime is long past there still might be a Fallout for the Lost Class of Furinkan.

This doesn't stand up to the Joker's or the Penguin's usual tactics. The Penguin normally just robs things, and if there are people, he uses thugs with guns to deal with them. The Joker outright kills people with his laughing gas, kills people because he finds it amusing, or kills people to piss off Batman. He wouldn't come up with any happy gas unless death were involved some how. That is, if you are using the comic version.

The movie version just uses explosives, and depending on which cartoon version you use, the laughing gas is deadly, or something that only incapacitates and can be cured easily.

Also, what exactly is the idea here? Are Kasumi and Tofu happiness based villains? Are the villains a whole slew of OCs that are going to be popping up? Why did you mention the money bit in the beginning?

I thought it would be a way to explain how Kasumi and Tofu are. Most of what I know about Batman was from the crossover episodes of Scooby Do.

Edit: The whole gas idea was more or less me trying to say that surviving those attacks you repeatedly point out as lethal would have side effects and I just figured why not have Tofu and Kasumi be results of those side effects?
