Villains of Competence

I'm not sure if it has been mentioned, But I'd consider the Millennium Earl from D.Gray-man to a competent villain. He has an eccentric and friendly outer appearance a majority of the time, but that's to hide his true self. His main goal is to destroy God and bring the world to the brink of death.

By putting on his 'kindly grandfather-like' facade, he manages to convince people to bring the souls of their loved ones back to life and into an 'Akuma Skeleton'. He then controls the Akuma to kill the person and impersonate them and evolve to higher forms.

A greater step to this is that he has the Noah family -- superhuman descendants of Noah -- on his side as well, and each one of them are quite formidable.

In fact, 90% of Japan is dead/populated by Akuma.

Even though his goals are evil, he's still kind enough to buy a flower off of a girl selling them, and he treats the Noah family like a family of his own.

If we go with Video game villians I"d give a mention of Venat from FInal Fantasy 12. Venat's primary goal was to place density out of the hands of his/hers people the undying and back in the hands of the humes.

He succeeded in this goal by having Vayne Solidor and Cid cause and all out war and forces Ashelia to make a choice. Had She chosen to use the Sun-cryst power the mist released would have enpowered The Bahamut the more. In the end Venat merged with Vayne though the act was simply for them both to die the undying no longer held denstinies reign.

Why is it that no one in this thread has mentioned Kagato, from the Tenchi in Space series? (not the OVA's)
I mean, he did succeed in everything from gaining power over Jurai, to hunting down Tenchi/gang and was only foiled by shear dumb luck because Tenchi/crew got to Azaka and Kamidake which gave a overall firepower advantage.

Sorry if I'm not making the point, it's been a long time since I saw the series.
But still Kagato would be right up there with other competent villains.

Now I think this one is slightly difficult to judge but I am going to say 'The All mighty Leader' from Viewtiful Joe. Sure every single mission against Joe failed but considering it was more or less the guys plan to build Joe up into the new Hero for his 'movie' and he needed the action and drama it is hard to count it as a real failure if he wanted his underlings to fail. I mean all the way up to the final battle pretty much every thing went as the leader planned.

Of course the fact he more or less converted back to the good side in the end also might be a strike against him, can a villain be considered competent if they turn good at some point?
