Ranma's manners

Are Ranma's manners really bad?

From what I recall from the manga Ranma is polite until you are rude to him, and even then it is only certain people he is rude to.

I believe that Ranma is a bit blunter in the anime, and in the manga he's quite fond of the deadpan snarker act - that is, flatly and sarcastically pointing out the stupidity/hypocrisy of those he interacts with (see the end of the Hypnotic Mushroom arc), and he is prone to some uncivilized acts, doubtlessly as a result of how he was raised (crouching over his food to eat, even if it means standing on the table, that sort of thing), but in either canon generally Ranma is a polite and fairly respectful person. The big deal is Ranma will react to how you treat him and treat you the way he thinks you deserve to be treated as a result.

Kuno is an arrogant hypocrite who frequently assaults him (physically and sexually) and demands respect, and so Ranma is quick to beat on him or insult him casually, though if he's feeling inclined to be more diplomatic he generally just talks to Kuno in a way that comes off as somewhat dismissive: "You're an idiot and I know this, but I'll be nice and hear what you have to say all the same". Happosai is a constant antagonist, so Ranma treats him even worse then Kuno, constantly insulting him and hitting him. Akane commonly hits and insults Ranma as well as treating him nicely, so Ranma is usually civilised in return to her being civilised, but feels no shame in insulting and mocking her when she starts getting nasty. And so on, and so forth.

Basically, Ranma is a little rough, and his view of "I'll give you the respect you earn" is quite unusual in Japan (where, for example, Ranma would be expected to acquise pretty much without complaint to Kuno's bluster), but he's not some foul-mouthed slob who has all the grace and social charm of a diseased pubic louse.
Water, water, everywhere, and all was cursed and black!
Drowned ones cast bad spell and out come pig, girl, duck, panda!
Swirl, swirl, slithery pond, and join with magic spring!
Swirl, swirl, dirty pond, and rid the cursed sting!
Here my prayer, I beg you please!
Now turn these curses BACK!

Sorry for taking so long to respend

I think it's more "I give you the expected respect or close enough until you do something that makes me lose respect for you". basically if you are a for example teacher and just do your job he will treat you with the expected respect, but if you show yourself to be incompetent, or abuse your power he will no longer treat you with respect.

Most people say Ranma is rude because of his treatment of Akane. Even Akane knows it is playful banter, but I believe her temper gets in the way. Ranma was initially polite to her and vise-versa. She is the one who broke that trust.
