In all honesty, a very prim and proper "normal guy" is more likely. Nodoka's reputation as a pervert of any sort is purest fanon, and stems from vastly overblowing a single incident in the late manga, where she's willing to accept Nabiki's lie about Ranma trying to peek on Akane while she's bathing as a sign that he's manly - even then, she's not enthusiastic, she's more of a "sure, I'll buy that" sort of thing: as fanatic as she is about the contract, she probably doesn't want to kill Ranma. Nodoka, despite fanon to the contrary, may not even know of the multiple engagements Ranma has going on and certainly wouldn't approve of the matter - in all honesty, Ranma bedding a girl outside of wedlock would probably get him executed.
As Genma himself describes her, she values honor and tradition above all else, holding them in the highest regard. Genma may have been the one who suggested that stupid contract, but Nodoka feels honor-bound to uphold it and is still willing to carry it out to the present day - even Genma seems to have expected her to either realise in hindsight how ridiculous it is or to simply grow so lonely from Ranma's absence that she'll call it off, given his shocked sign of "you were serious" when she reveals she's been carrying the Saotome sword around ever since.
If Ranma had been raised around, or even solely by, Nodoka, he would not be as good of a martial artist as he is now - as insane and even cruel as it was, it's proven repeatedly in the series that it was the unusual childhood he led that made Ranma as powerful as he is. Akane is in the upper tiers of martial artists, but her skill is a level that anyone with enough devotion can reach - behold the Kuno siblings, the Golden Pair, Mariko Kuonjo: they all led normal lives, and they're all equally skilled as Akane, if not better. Conversely, Ranma would probably be able to handle social interactions better - it's not that Ranma is uncivilized in canon (particularly in the manga, he's very polite and reserved... and manipulative), but having been brought up by Nodoka would give him more experience with people as a whole, so he'd be less likely to be desperate for attention or to let his tempers get the better of him. He would also be very traditional and honor-focused, kind of a living example of Kuno's ideal of himself; recall that Nodoka is perfectly willing to consider Genma's seppuku pledge valid, despite the fact that no court or business would consider such a vague and ambiguous "oath" to be worth the paper it's printed on, even in Japan where verbal vows are so important. Then consider the sort of values she would install in Ranma.
