AS has been raised in the Kasumi retort, he never starts much violence, but he doesn't do much to end it either. how much better people Ranma or Akane really are than Ryoga or Ukyo

Neither Ranma or Akane would attack Nabiki physically where as Ukyo did.

4 implies that you are willing to hurt people you have no grudge with, such as something involving innocent bystanders, not so much the holding vicious grudges wich is what someone in the 3 range would do.
