Please take into account the considerable difference as to what Happosai and Cologne would each consider 'romantic'. From Happosai's perspective, that could translate to 'I harassed and molested her exclusively for a month'. He would consider only bothering one person to be a romantic gesture towards the victim. The victim would not.

And also remember weather or not they were romanticaly involed they did know eachother pretty well so Cologne could still have learned Japanesse from him
