It seems a little.....meh....to me, but it's almost definitely a fukufic.

The spelling and lack of detail drags the fic down, but otherwise it's a rather interesting deviation, seeing a Setsuna at the begining of her magical tenyear as Sailor Pluto (though I thought that she was a Silver Millenium survivor and not a reincarnation as ther other girls), and a still yet to be born Usagi, along with a now permanently female Ranko...
Yes, a fukufic seems likely. But so far your right, it is rather... meh...

Nice catch. Yeah this is something to watch and add when it gets to the uniform.
