Oh god.... this looks so familiar.....

...annoying little sprite/fairy with a flower sprout on the top of her head, blond long haired thief... kinda reminds me of Kaito Jeanne, but I keep thinking the blonde is a pirate or something....

....the picture looks like an anime around 2004-2006.....

I honestly wasn't sure how well known this anime was, but I thought it'd help to show a distinctive character, the kind you're not likely to see in just any anime.

But, no, it's not Dragon Half. Although the genre is pretty much spot on.
