Looks like you did a bit too good of a job. Most of the day with no guesses at all.
I was thinking that it looked vaguely familiar... and then it hit me. I was thinking of some of the fan art Mondu has done. This one in particular.
Looks like it's past time for a clue to be tossed in.
I do have one wild guess, though. It reminds me of Avenger.

Looking at the year 2002, I'm tempted to say Yukikaze... But I seriously doubt it. Now when I look at 2003, I see a really likely candidate... So I'm guessing that one at the moment: The Animatrix.
I know it has pieces that look similar to the art used in the assignment. I'm just not 100% sure it's actually a good guess, although it's a fairly educated one.

Nope on both guess counts.
You're on the right track with the episode count, and the year... as well as the genre... well sort of anyways.
The key here is that it's Historical action. That means it features in the past... sort of like a Samurai Champloo deal or something... in this case it's not a samurai drama... so it must be a little more recent ^^.
Clues listed out in case it got obscured:
1. 2002-2003
2. Short --- less than 10 episodes... More than 2.
3. Historical Action genre
4. Past the 1900's in terms of the 'historical setting'
yeah, I know it ain't much.. but really anything else and it'd be altogether too easy... well for some people.
And it was never shown on TV/theaters. Like one of those straight to DVD deals but not quite ^^;

For some reason this reminds me of a late 90's to early 2000's animation style...
Thin featured, and the face looks a little too small. The hair style seems to be a bit distinctive though.
I've seen the facial style before.. especially the eyes..
And the green scarf deal seems to scream bounty hunter of sorts, but that doesn't seem right. Also, from the uniform I keep thinking it's in space, or something to do with mechas....sci-fi
Hmm.. Also with the cleavage... I think ecchi.

Since I'm almost 100% positive that it's Daphne in the Brilliant Blue...yes I looked it up and found the exact picture used....I'm pathetically impatient like that...

Your picture looks like a mix of anime and real footage (if it's not real, it's been damned well drawn. There can't be too much anime around using that, now can there? Other then that it looks like a setting on an airport. Looking that up ends me up with a dud.
Other then that I notice a creepy animal of some sort on her lap, and something that looks like an eyepatch. The eyepatch aswell as the blue uniform drop me little to nothing... So we're looking at the critter here.
Now that's either a bear or an octopus I assume. Anyway, it doesn't look too bright. The octopus has been scouted quickly. Seems a dead end. So I'm guessing bear here. Which also doesn't amount to anything.
Too little info to guess confidently here. Anyone else wanna hazard a guess?

Also the character isn't the main character.
There that should be some more clues to work with. ^^
