Forum Rearangement.

Did a bit of a compression of forums that didn't get much use.

Then I moved things around. Shouldn't cause any functionality issues.

But I think it makes things a bit more streamlined.

Also some of the requirements for C&C posting may be tweaked in the future.

So... I've been working on the forum and I found there were some errors on the Profile Page. Sorry about that everyone. There were nonsense entries like "{ START_POST }: { START_POST_EXPLAIN }" and things weren't... good.

And it had a mess of Chat services that well.... MSN and Aim have been shut down and no one uses jabber. So I stripped those out. I may figure out how to put in discord links if I have the time.Altering the profile page meant that the Avatar display for posting had a whole bunch of defunct chat buttons that needed to be pulled.

So I made that more streamlined. (Went back and added in post counts)
