Text box scrolling fails/rubberbands

When posting a comment/story of sufficient length, the text box scrolling program fails; causing the text box to rubberband back to a specific point. If further typing is performed, the text box instantly goes to where the new text appears before rubberbanding back. I have tested this on both IE and Chrome; IE has this issue and Chrome does not.
