I find one thing strange on those 'Usagi/Mamoru cheating' fics.
If it's Mamoru who cheats, everyone rises hell, but if it's Usagi who's the cheater, it's absolutely okay.
What's up with that?

It makes Usagi to me come across as shallow and petty, Mamoru as heartless, and Rei as urging the romatic view...

Or maybe it's because he isn't a dark emo kid?
Usagi does show off some decent intelligence occasionally, she just prefers not to engage her brain too often it seems.

Seriously though, their perspective is a bit skewed, Ami is, well not something you should compare anyone with, Rei is studious and goes to what is apparently a highend school, while Makoto seems to have done reasonably well despite all her earlier troubles.
And Minako? She can be ditzy, obsessive and weird as hell but stupid or lacking intelligence she is not.
While Mamoru seems to be a very serious student.
Lack of interest and memory seems to be Usagi´s real problems(as noted when Chibi-Usa mocks her for still using kana for writing even in the future).
Usagi is also the only one of them who has been allowed to remain an untroubled child, not having to start growing up for real until during the series timeline.
In any case, as we know from the show, she did get in.
