It was a joke, 'cause people were making an issue of their unrealistic/exaggerated proportions in a medium where that is normal. I mean, seriously.
It's not a matter of "good," as if something relative is going to matter. But, if you consider how bad things can be depicted, not even to the point where something can't be readily identified, it's still good art by comparison. Is it better after some changes? It just lost a distinctive feature and moved closer to the stock assembly line.
Animation quality and style isn't too much of an issue for me. The first two seasons of Sailor Moon Crystal reflected the manga style, and I was completely fine with that. I've heard complaints about the looks of the manga, and I agree to some extent (mostly on the action, and being able to tell what's going on), but I had no problem with the character's fanciful proportions: I could tell that a hand wasn't a turkey, after all.
Heck, compared to Space Pirate Mito's animation, which I also had no trouble with, the first two seasons of Sailor Moon Crystal are a silly notion as far as problems are concerned. Of course, if exaggerated proportions is an issue, there's an extensive boulevard of trees that one could bark up; Sailor Moon's hardly the first or the worst in this regard.
