Shampoo being so popular doesn't surprise me. Didn't they mess up the anime order because of her popularity in the first place?

Shampoo was supposed to come into the fold for season 2, but the waning interest during season 1 might have never gotten the series to season 2 apparently. Tossing Shampoo at the end of season 1 to garner enough interest to continue the series was the answer there.

the flashback actually toke place earlier in the manga, and the story arc it was on was originally going to be released before the Shampoo arc. However the show was lagging in the ratings so they introduced shampoo earlier in an attempt to increase the ratings hence the weird continuity

This episode canonically occurs after P-Chan Explodes! The Icy Fountain of Love!, but it was aired out of order as the original studio was running near the end of its production and wanted to try and boost ratings by introducing the popular character Shampoo. Consequently, in both air date and on DVD, the "Martial Arts Figure Skating" arc is treated as the first three episodes of "Anything-Goes Martial Arts" (the name for the second season), while the "Shampoo's Introduction" arc is treated as the last three episodes of Digital Dojo.
-This created two continuity errors in the series: First, Ranma's kiss from Mikado Sanzenin is frequently referred to as his first kiss, but in this episode, he is kissed by Shampoo, making this his first kiss. Second, this episode contains a flashback to the important "I'll kill you" line from Close Call! The Dance of Death... On Ice!, but with this episode aired first, that scene has yet to take place.
By the way, in the anime, Shampoo was supposed to be introduced at the same time as in the manga. Remember how Akane had that flashback to the Martial Arts Figure Skating match in that episode, which happend AFTER Shampoo was introduced in the anime? It's because they already had much of the second second season made while the first season was showing, but the first season wasn't doing as well as expected, so they brought in Shampoo early to boost ratings, but did it by bringing that whole episode early, without changing the flashback.
The golden pair episode is technically out of order, but this is due to the fact that the first season of Ranma did not do too well in Japan and Shampoo was introduced prematurely to attempt to boost ratings
