It is a cool piece of juryrigging, but it's actually a snow blower/melter used to help clear flightlines during snowy weather or de-ice planes if you're really foolhardy/desperate. You can tell due to the fact that it's actually a huge jet, using that huge tank of fuel on the back to power the engine which has multiple fuel injection points. The plane in the background also helps identify it's purpose.

I'm fairly certain that one is only for Runways. That much combustion could be hot enough to warp the skin on the wings if it were aimed at most planes.
