Ahhh, FORTRAN! Some of the best times I've had involved it. John Broadhurst had managed to get the lab CDC 3100 compiler running so we could mix FORTRAN and assembly language. Oh, was that a sweetheart to use.

Note that her husband is sort of a cop boss.
He says "jump" and cops ask "how high". The results of any investigation is what they write down and we all know cops will write down what they are told to. These parents are lucky they didn't write it was their kid who was cycling at 100 kph backwards while drunk.
Reminds me of that accident in Moscow where a woman killed a 5-year old kid while going ~80 kph through a pedestrian zone (speed limit 15 kph) and the investigation had concluded it was the kid's fault and the official expertise said the child was drunk and it couldn't be overruled because it was official police record. Took a global public and media outrage to finally push things along. Surprise, turns out the woman was a courier of narcotics dealers, no wonder their pet cops put up such a furious fight.
Such is life. Whoever is powerful enough to order cops around owns the so-called "law".
