This is Groke, a snowbeing that appeared when Vancouver was hit by several snowstorms in December, and bears a passing resemblance (if you squint) to Tove Jansson's creation who appeared in several Moomintroll stories.

The Groke, in Jansson's tales is a creature that seeks warmth and friendship, but freezes anything she touches.
