"Technically"...? They are mecha, nothing "technically" about it.
Mecha are defined as battle machines or technologically advanced vehicles that require an intelligent being to control them, either remotely or as an onboard pilot.
The term "mecha" is to differentiate them from robots, which are self-controlled and self-motivated and which do not need a pilot or operator to do their normal tasks after programming.
There are crossover machines which blur the line; Evangelions are self-aware cyborg robots that nonetheless require pilots (which the dummy plugs still count as), but are still classed as mecha because of that requirement of an onboard pilot.
Calling large humanoid mecha "giant robots" is popular culture, not an accurate description. They are almost always mecha.
