My first off the top guess: Ghost in the Shell... Since you say it's a new one, it's probably from the latest film then.

But I don't recall seeing that scene, so I'm pretty sure it's wrong.

The closest clothing match in Big O would be Dorothy. And I don't remember her in that pose with a red skirt. After hooking up with the Louse Roger Smith she wore pretty uncomplicated dresses. This woman has a black jacket but it has red highlights to emphasize it's lines. And I don't think the pearl necklace fits either.

I wish I could remember where it does fit. The brightness of the back lighting makes me think it's close to a dream or near death moment of the show. I just don't know what show.
