Pluto's age? It's unknown. All that's known, as far as the manga goes (as I don't recall if it was covered in the anime), was that she wasn't an adult in appearance (I put it that way since appearance isn't guaranteed to be an accurate measure of age in Sailor Moon) when Queen Serenity gave her the task of guarding the Door of Time. And Queen Serenity herself is so old that she was around when the solar system was still forming.
Chibi-Usa is said to be nine-hundred years old in the second story arc. Why she still behaves like a child is anyone's guess, but it could be reasoned that her mentality was stunted along with her body. Why that was stunted is also an unknown, but it seems like she had to learn some kind of lesson (which she had upon Pluto's death, and is how she went back to normal from being Black/Wicked Lady), both to mature and in order to become a sailor senshi. In all likelihood, all of those things are tied together.
She went to the past because of the attack on Crystal Tokyo, and of having heard stories of Sailor Moon in the past (and how awesome she is). Because of her close relationship with Pluto, Pluto probably hadn't expected her to steal one of her keys, which is how she was able to go to the past.
Also, since knowing this might be nice to know, Chibi-Usa had to put up with teasing, possibly bullying, and being thought of as an illegitimate or adoptive child because she wasn't growing up or becoming anything like the queen. That was likely the situation for hundreds of years, and in the end she felt that Pluto was her one and only friend, doubting her parents' love for her because she felt that they were either too busy for her or not supportive enough when they weren't. As a guess, I doubt that the negative feelings that had developed from that (and gave Wiseman the opportunity to corrupt her) would have helped her to mature, and possibly prevented her from becoming a sailor senshi as well. (The Sailor Moon series, particularly in relation to the Ginzuishou, is big on the positive feelings of the heart.)
