I dont see why ranma would see himself as inhuman,
and im even more lost at how ranma ended up in some strange girls room.

Quite Frankly, Ranma can't use hot water to become human, is furry, and acting on kitsune instinct. I'd say that would make me think I'm inhuman.
The reason Ranma ended up in Amy's room is because Ranma is a Mercurian Kitsune. She shares a bond with Amy and that leads her to the Senshi of Ice.

Oh great now I got that image stuck in my head. Man I wish I could draw at least half way decent.
Another thing is that we keep talking about Hotaru I thought this story would begin before Mistress 9 came into the picture if so she wouldn't come in for awhile.

That is true, but I think the temptation to turn Hotaru into a baby so Ranma can get in touch with her mothering side is to great to resist, so she might show up sooner than we expect.

Easy: Have Ranma and Amy happen upon Hotaru being bullied by a bunch of jerks. Ranma kicks their asses and the two older girls take Hotaru out for ice cream. If this happens before the actual time Mistress Nine posseses Hotaru the two older girls come to regard Hotaru as a little sister/daughter and anxiously hover by her bedside after Mistress Nine posseses her. When they realize something is up Mistress Nine might need to move her plans ahead a bit.

Yeah but I think that whole Ranma saves Hotaru from a bully and then they get close thing is used way to often in Ranma/Sailor moon crossovers. Maybe Ranma could just meet Hotaru alone in the park and really sad so Ranma goes over to cheer Hotaru up and they get close.

Maybe Ranma recently gained the ability to shift into her full fox form and was practicing using it and she spends the day playing with Hotaru as a fox? That would be original to say the least.

Exactly! I'm suddenly getting the image of Amy taking Ranma for a walk in fox form, which Ranma turns into a training exercise to build up Amy's endurance and speed by running away.
