Looking at the pic, I surmise it probably falls into the 'harem' anime genre... So, looking at a list of those, and eliminating the ones not of vintage 2005, results me with a short list.

I'm pretty sure the latter batch isn't applicable, and of the top batch, the only picture that comes close to the cast is for Koi Koi 7. And somehow that doesn't look like it's it either. GAH!!!

That's... actually technically correct, although I doubt it would be counted in that category. You see... Kozue-chan (The blue haired one) has split personalities. ^_^ All of them like Shiratori in one way or another.

The search queries and results on animenfo don't give me enough room to accurately determine the set of names applicable for this one... It's 2002-2004, and short, so probably somewhere in the 3 or 4 episode range. OVA sized therefore.
Searching on 'Angel' or 'Tenshi' doesn't really turn up anything qualifying for animenfo, and the Romance list on there is 300 entries long total (or something around that number), without a note of years nor episodes. And to open every result and scour the pages for a qualifying series... Too much work.
I can't place the picture myself tho. Anyone else guessing?

Err... how does that qualify as short and romantic? That anime was one of the freakier things I have ever seen.
