Another thing to consider, concerning her character, is how much she demanded of her sailor senshi. The four guardian sailor senshi were enlisted when they were but children (I'm fairly sure that they weren't even in their teens). Sailor Pluto appears to have been in her service since a young age as well, and started her post at the Door of Time at said young age, where she was alone and kept unknown to anyone else for who knows how long. Uranus and Neptune worked away from civilization, to prevent unwanted outsiders from entering the realm/solar system, and they would -- under normal circumstances -- never meet each other. Saturn was sealed away, and I still don't understand the purpose or reason for her being released, since we know that she doesn't have to destroy worlds by nature (yet Queen Serenity made that her purpose).
Based on that, I -- personally -- would not be surprised if she was nicer on the surface than she really was.
