Are you unfamiliar with Dragon Ball Z? If so, the joke is that the dialog is from that show, and is making fun of the Mercury Visor by comparing it to the Scouters used by DBZ characters to judge the fighting prowess of their opponents.

I know and I saw it in the show I still fail to see any point and the further things went like after the training in the afterlife well in the end does it have any point at all other than surprising the scouter users?

I think it was supposed to give the viewers a measure of how much Goku had improved in the afterlife; I seem to recall Raditz measuring his power level to be around 1500 or so at the start of the series. That being the sum total of his life experiences, the jump to 9000 represents a huge increase in Goku's fighting abilities in a very short time.

It's not the series but the scene, mate. The line is just 'quotable'... and that scene is just "spoof-able". There's no point to the actual repetition of "It's Over 9000"... (Although I'm not too sure which person started this whole craze).

Kind of like having a clip of Homer going "Doh!" over and over again. Not really much of a point except it's visual-crack.
