It's very new. It only has five episodes of it out right now. I thought it would be easy as it's getting tons of hype on many of the imageboards I visit (ALMOST as much as Haruhi).
It's based off a popular doujin visual-novel game, which surprisingly is NOT an H-game.
As for the character, she isn't a doll. Although her expression in the snapshot is very abnormal.

Suzumiya Haruhi no Yuutsu is a very good anime, in my opinion. But it's completely different from... this one. It is on a close release schedule though.
Here's another hint, although perhaps less useful, the fifth episode hasn't been subbed by anyone yet.

Now I'm just guessing, after searching for a bit... Possibly 'Higurashi no Naku Koro ni'?
Of what I found on art-style pictures it's pretty much the same. Don't know the anime at all tho.

Yup, that's correct. It's Higurashi no Naku Koro ni. The brown-haired girl is Rena, and the green-haired one is Mion.
I'd recommend it if you like a good Mystery/Horror.
