Well if you think DiGi Charat for that, you mind as well say Koi Koi 7 for the eye-patched girl... but you'd be wrong on both accounts for the title of this anime ^~
Like I said. This is tricky. The picture doesn't feature any of the main characters....heh. Then again, if you saw the main characters the answer would be so obvious you'd shoot yourself in the foot.
Let's see.... it's an action drama anime. There' that should cut the searches down to a few 100 or so.
Edit: I realize that action drama would be quite misleading in this case, seeing as overall the series is generally more geared toward Comedy, Romance.... *shrugs*, there are just lots of drama parts and some action parts to it too.

Let's see here... Comedy + Romance... and post 1999... AND it's a sequal (of sorts)...
1999 drops me on Pia Carrot 2... But since that's a hentai, I'm discarding that one.
2000 may hint at Hand Maid May (instead of Hand Maid Mai)... but the drawing style seems off. So I'm not seeing that as a candidate either. Doesn't look like a scene from the Love Hina series either (which released it's christmas Special in 2000, or the Again series in 2002).
2001... Steel Angel Kurumi 2... Nah. Can't be that.
2002 I already mentioned, and in 2003 we can find Green Green 2003. Also the style doesn't seem to fit. Other possible 2003 candidate would be Onegai Twins (as a sequal to Onegai Teacher). Lastly, UFO Princess Valkyrie released a sequal of sorts in 2003.
2004 doesn't see anything too distinctly, and in 2005 we're presented with Ah My Goddess... Not a sequal, but a complete new TV series. So that's out of the window too. Other possibility could be Futakoi Alternative.
2006 finally sees us with Hachimitsu to Clover II. And that's not it either.
Based on the above educated (ahem) guesses, I'm going with Onegai Twins. For some reason it keeps popping into my head. And yes... It is a _guess_. I have no evidence to substantiate my guess.
