Sorry, but there's no real backstory to Jusenkyo; other then the fact that the magic is tied to the groundwaters that flow under Jusendo (and the anime says that, every so often, in accordance with their own mystical cycles, the groundwater can "reach out" to some specific water hole at any point in the world, allowing that pond or river or whatever to temporarily serve as whatever Jusenkyo spring(s) you want), that each body-switching curse is based on a creature that fell into a "blank" spring (and multiple creatures create mixed up curses - a yeti, an ox, a crane and an eel created a spring whose victims turn into, basically, flying minotaurs), and it's extremely hard to shake the curse off (admittedly, the Ranma cast hasn't run into many, if any, curse-breaker type magics and there's always something that pops up to spoil efforts to use real Jusenkyo water), nothing is mentioned.
Actually, it wouldn't have been the creation of the Phoenix People - Jusenkyo created them, not the other way around. Saffron's origin is more mysterious, but the basic bird-folk he rules over are the results of generations spent using a Jusenkyo Spring of Drowned Bird for cooking, laundry, and drinking water. It says so at one point in their story arc; I think after Plum makes it to Japan, but I'm not 100% sure on that.
