Pluto being a bit of a schemer isn't *all* fanon, to be honest. She does prefer to keep her own agenda hidden, most of the time.
Of course, fanon exaggerates it. Personally, I see Pluto as the type to nudge the timeline, not go around hitting it with a sledgehammer to make it go the way she wants like fanon assumes.
Assuming she DOES influence history, it'll be in subtle ways. She's not the type to use force to fix things, she's more the type who'd scatter a series of quick-fixes here and there, at the very most.
Also, the Gates of Time do have limits. Just because she can see the future to an extent, doesn't mean she can control everything. Even a Senshi has limits, the series itself drives the point home.
My opinion is that Pluto merely attempts to direct the Senshi so that immediate, obvious threats to Crystal Tokyo are eliminated. As for the rest, it's in God's hands. There's only so much one can do to defy fate, and Pluto of all people should know it.
And before you ask, no, I don't think Pluto doesn't care about the Great Freeze occurring. It's more likely that she has found no way to prevent it, and thus is working to at least save anyone that can be saved. She may be a schemer, but isn't heartless.
Of course, the mess in the timestream is going to upset her, but it'd be a nice change if, for once, she didn't appear as the typical 'kill it!' person that so many fics depict her as.
I have faith that Ozzallos will pull it off. After all, in The Best Of Times, Ranma was neutralized without any overly aggressive actions. It got messy later on, but to Setsuna's credit, in that fic things kept going from bad to worse without interruption.
Just my $0.02 on the matter and my humble input on this fic.
